Do I have to upgrade my roof because my parcel is mapped very high?
Not on its own. The wildland building standards in Chapter 7A apply to new buildings, and they exempt additions to and remodels of structures originally built before July 1, 2008. What does apply to an existing house is the covering class rule: once you replace more than 50 percent of your total roof area within any one-year period, the whole covering has to meet the class for your zone. Until then nobody is forcing a change.
Is California's Zone 0 rule in effect yet?
No, and be careful with anyone who tells you otherwise. Public Resources Code 4291 does describe an ember-resistant zone within five feet of a structure, but the statute makes that requirement depend on regulations the Board of Forestry and Fire Protection has to write, and those regulations have not been adopted. The Board's subcommittee released another draft in April 2026. Anyone quoting you a Zone 0 requirement today is quoting a draft, not a rule.
